This is a bugfix-only release after 1.7 (the 1.7.1 tag was also buggy and never actually released). Hopefully \url{} commands now work in all reasonable cases.

latexpand – Expand \input and \include in a LaTeX document
Latexpand is a Perl script that simply replaces \input and \include commands with the content of the input or included file. The script does not deal with \includeonly commands.
