I decided that your package belongs to the support tree, so I installed it in support/texpack I took the liberty to add a README file, containing your announcement text. texpack – Create documented classes, packages and docs in a Unix environment

Texpack is a little bundle of scripts to create documented style, class files and docs. Texpack provides useful scripts for the automated creation of the skeleton required by *.dtx documented files. It is useful both for creating packages (*.sty) and new classes (*.cls). Texpack also provides a command to automate the creation of commonly needed skeleton files. This feature is mostly useful for the Italian author, but also provides the fast creation of a conditional preamble for handling dvi/pdf compilation.
