tugboat-toc: Collection of TUGboat tables of contents

TUGboat is the journal of the TeX Users Group:  http://tug.org

This collection contains the tables of contents for all issues
through 2016, TUGboat volume 37.  They are prepared for processing
by plain TeX.  The collection also comprises the data from which
the file tugboat.bib has been generated by Nelson Beebe.

The tocs for each volume are contained in files named tbVVYY.cnt
e.g. tb3716.cnt; each toc will fit on a single letter-size page.
The toc files are then grouped for processing in 5-volume chunks,
called by files named tbcvVV.tex, e.g. tbcv40.tex.  One additional
file, tbcont.def, contains the macros spectific to toc processing.
The other macros required for the TeX run are included in TeX Live,
in the directory TEXMF/tex/plain/tugboat-plain ; these in turn call
files from the miniltx and graphics packages, also in TeX Live.

To process a TUGboat toc file, issue the command, e.g.
  tex tbcv40
to process the tocs for volumes 36 ff.  (Volumes that do not yet
exist will be added to this collection when they appear.)

A problem in one of the packages loaded by the LaTeX compatibility
suite precludes processing this collection with pdflatex; at present,
it works only with DVI output.
