Balancedquotes – Code balanced quotes according to document language

Provides simplified markup for balanced quotes:

" ... * ... * ... " will appear as balanced double quotes around a text which embeds a text surrounded by balanced single quotes. The actual representation of the quotes is selectable, according to the language in use.
