With the new luatagging release v0.2a multiple critical bugs have been resolved which broke the package when used without hyperref. Additionally the compatibility with PDF readers not understanding PDF 2.0 has been improved by adding compatibility role maps.

Luatagging – Faster compile times for LuaLaTeX documents using tagging
Experimental code to make compiling tagged LuaLaTeX documents faster. This package works together with tagpdf to generate tagged PDF 2.0 files while keeping compile times fast.
