Summary description: Typeset and cross-reference named and numbered propositions

Announcement text:<hr>The propositions package is a new LaTeX package for typesetting and cross-referencing named and numbered displayed propositions (examples, theses, premises...).  Cross-references can include customizable formatting; the appearance of proposition labels and cross-references is controlled by a flexible key-value interface.  For example: if one writes \begin{prop} \item[Monism, format=\textsc{#1}] \label{mon} All is one \end{prop} \ref{mon}, one will get a description-like list with 'Monism' in small caps, and the subsequent \ref{mon} will also produce 'Monism' in small caps.<hr>
