Re-arrangement of pstricks distribution on CTAN

The pstricks distribution on CTAN has long looked somewhat anomalous; a coherent set of contributed packages has built up, under graphics/pstricks/contrib, but the rest of the distribution was dotted around a number of sub-directories of graphics/pstricks. This structure was error-prone (as far as we archivists were concerned), but also, we believed, somewhat confusing to the user. We have therefore, with Herbert Voss' help, rearranged things so that the basic structure is graphics/pstricks/base -- containing the pstricks system itself, in subdirectories generic/, latex/, dvips/ and doc/ graphics/pstricks/contrib -- containing the many contributed pstricks packages (Note, this represents no change to the contrib/ structure.)
