format – Format a counter as a fixed-point number

The pack­age de­fines a macro that takes an op­tional in­te­ger power ar­gu­ment, and a counter. The out­put is then the dec­i­mal rep­re­sen­ta­tion of * 10** (the ab­so­lute value of may not ex­ceed 6).
