While I was one of the maintainers of CTAN, I developed a web interface for views of the files and the information, and for uploads of new materials and editing of that information. But I couldn't put that into place.
So at this site I offer the parts of the interface that are not involved with the uploads or editing of metadata (except for the metadata under my control). I hope that you find it useful.
